Will hand stamped hold fast or will it smear?

The product OL375TG (true green labels for laser or inkjet printing) is a paper based material. You may initially get a little smearing when using a handstamp on the material, but once the ink dries it should be ok as long as you don't get it wet or subject it to the moisture. Obviously, the amount of ink you lay down from the handstamp will play a key role in whether it smears or not. I want Notary public labels , i did not see the labels in you site ?

We do not carry a specific label for Notary Public use, however many of our customs who use embossers will choose our blank circle labels in the gold and silver foils. Is there space between the labels to cut them out before removing the label without damaging the label?

There is a vertical gap between the labels of 0.0469" and a horizontal gap of 0.5938", so you should be able to cut between the labels without damaging them.

are these able to handle freezer temperatures?

The 100% Recycled White (RX) is an uncoated, paper-based material so it's not recommended for applications that will expose it to moisture. A surface temperature of +35°F is recommended but once applied the adhesive can handle temperatures from -65°F to 200°F.
